AMD and Nvidia will have to ensure U.S. companies get priority access to chips before the remainder may be exported to China.
Seems like a win to me; keep the chips in house as much as possible while still enabling the foundries to export the leftovers. Profits go up for AMD/Nvidia while still doing something to dissuade Chinese chip makers to keep competing.
