That's 40 years of production battle tested code. Even if the rewrite is in a memory safe language, you can't just unload tens of millions of lines of code on unsuspecting users of the most used operating system and expect things to go well. There will be new logic bugs, in the thousands, at this scale. No test framework is going to capture decades worth of built up use cases.
